NATIONAL SCHEME OF INCENTIVE TO GIRLS FOR SECONDARY EDUCATION

Education is the key to develop children and instill values in them. Through education children, the pillars of our future get to know their rights, the difference between what is wrong and what is right. Only after getting proper education a person can fight for their rights and for women to get empowered, education is a must. In Nelson Mandela words:

“Education is the most powerful weapon which you can use to change the world.”

The Indian Government truly understands this quote and that’s why the government is also supporting such ideas and taking initiatives in this direction. The government understands that a new scheme to promote necessity of education is the need of the hour. Hence, one such initiative was taken back in May 2008 through a scheme called the "National scheme of incentive to girls for secondary education (NSIGSE)”.

Now this scheme is under the careof Ministry of Human Resource Development (MHRD). The main agenda behind this scheme was to upsurge the enrollment ratio of girl children belonging to SC/ST communities in the age group of 14-18 to boost the trend of secondary level education among them. They also aim to reduce the drop-out ratio and ensure their retention in schools up to the age of 18.

To achieve this, the government deposits Rs. 3000/- amount in the name of scholarship under the name of eligible girl applicants as a fixed deposit on enrollment in class 9th. The government will provide interest on this amount until they are eligible to withdraw the amount after attaining the age of 18 and passing the Class 10th examination. The eligibility criteria for this scholarship are:

All ST/SC girls who pass 8th class and enrolled in class 9th in State/UT Government, Government-aided, and Local Body Schools.

   Only unmarried girls who are below the age of 16 when taking admission in class 9th are a part of this scheme.

  All girls, irrespective of caste, pass class 8th from Kasturba Gandhi Balika Vidyalaya.

   Only after attaining the age of 18, the girl child can withdraw the amount of incentive received through NSIGSE. No premature withdrawal is allowed.

    If the girl child dies before attaining the age of 18 then the whole amount of the beneficiary account will be transferred to the central government account.

However, the government wants to ensure that this scheme yields the desired results to the person in need. That's why some criteria need to be fulfilled before getting the benefit. These are:

  The application for this scholarship needs to be verified with reference to a birth certificate issued by the school head based on the record they have.

   They need to open a bank account in a public bank nearby and the passbook or a certificate would be given to them which will acknowledge them as beneficiaries.

   They have to continue their study for at least 2 years in secondary school i.e.; class 9th & 10th to be eligible to get the scholarship amount.

There is a proper selection criterion and application process for NSIGSE prescribed by the government which is;

This shows how eligible candidates are chosen for the scheme.

  1.  The first criteria are that the girl child needs to pass class 8th and enroll for class 9th in government-aided, government, local body schools and register themselves on National Scholarship Portal (NSP).
  2. Then the applicants are verified online on the portal.
  3. At last, the final list of all applicants will be forwarded to the Ministry of Human Resource Development (MHRD) by National Scholarship Portal Team for the sanction of the scholarship.

APPLICATION PROCESS FOR NSIGSE 

This shows how to apply for this scholarship step by step. The NSIGSE is on-board on the National Scholarship Portal (NSP), which is developed by the Ministry of Electronics and Information Technology (MeitY) for efficient working and the keeping correct record of the release of scholarships across Ministries/ Departments.

Read all the guidelines carefully.

  Find the Department of School Education & Literacy under central schemes after clicking on the website link. Then click on the forum attached.

4. Now click on the apply button available on the right of the page.

5. Fill in the information clearly and click the Register button.

6. After registration, click on the login button for login.

7. Now, fill out all the information required and then clock on the login button option.

PS: The beneficiary girl’s applicant needs to register as a new user and then log in to apply for the incentive amount.

Below is the list of the required documents which need to be uploaded online and also need to submit the printed copy of the application form to the concerned department.

4.      Marksheet

5.      Bank statement

6.      Caste certificate

The government has made an effective way for the disbursement of the aid. At first, the Ministry of Human Resource Development (MHRD) sanctions the funds and releases them to the Indian Bank and Union Bank of India, other associated banks with this scheme. Then the bank disburses the amount to students by electronic transfer into their bank accounts under Direct Benefit Transfer through Public Financial Management System (PFMS).

Incentives to Girls for Secondary Education

The NSIGSE Scheme has been extended to retain the girl child up to 12th class. A very low proportion of girls reach and attend secondary classes. In 2004-05, only 36% of the country’s girls reached secondary class i.e.; 10th class whereas the dropout rate among classes 1st to 8th class was 50.8%.  These numbers state the vulnerability of parents due to various socio-economic reasons that they can't send their girl child to school for secondary education or even higher. But this scheme came as a mighty for those girl students. The drop-out rate has been deliberately reduced to 17.3% in 2018-19 which shows the effort of the government coming true. If the efforts continue to improve then the enrollment ratio can stimulate and the drop-out ratio can fall. But there is a long way to go. The government has to keep on making continuous efforts till the end.
